DADANSODDIAD THE BALANCED SYSTEM® O ANGHENION LLEFERYDD, IAITH A CHYFATHREBU, GAN GYNNWYS Y CYMORTH SYDD AR GAEL I BLANT A PHOBL IFANC YNG NGHYMRU

The Balanced System® analysis of the speech, language and communication needs, including the support for children and young people in Wales

 

Mae cynghorwyr lleferydd, iaith a chyfathrebu Llywodraeth Cymru wedi comisiynu adolygiad o anghenion a dadansoddiad o’r cymorth presennol ar gyfer anghenion lleferydd, iaith a chyfathrebu i blant a phobl ifanc ledled Cymru. Nod yr adolygiad yw:

  • cefnogi dealltwriaeth o’r angen a’r ddarpariaeth bresennol yng Nghymru mewn perthynas â phob plentyn a pherson ifanc
  • llywio darpariaeth yn y dyfodol ar gyfer lleferydd, iaith a chyfathrebu, gan ddarparu canlyniadau ymarferol i bob plentyn a pherson ifanc sydd ag anghenion lleferydd, iaith a chyfathrebu ac anghenion bwyta, yfed a llyncu ar draws holl feysydd gwasanaeth therapi iaith a lleferydd yng Nghymru, gan ystyried y gwaith integredig sy’n digwydd ar hyn o bryd ar draws y system gyfan (iechyd/addysg/y gymuned/asiantaethau gwirfoddol).

 

The Welsh Government’s speech, language, and communication advisors have commissioned a review of the needs and analysis of current support, for children and young people’s speech, language, and communication needs across Wales. The purpose of this review is to:

  • support understanding of current provision and need in Wales in relation to all children and young people
  • inform future provision for speech, language and communication, delivering functional outcomes for all children and young people with speech, language, communication (SLC) and eating, drinking and swallowing (EDS) needs across all of the speech and language therapy service areas in Wales, considering existing integrated working across the whole system (health/education/community/voluntary agencies).

Mae ymagwedd system gyfan The Balanced System® tuag at ddarpariaeth gwasanaethau yn cefnogi gwasanaethau i wneud y canlynol:

  • deall anghenion y boblogaeth mewn ardal a defnyddio data i gynllunio gwasanaethau’n rhagweithiol
  • darparu canlyniadau ymarferol i blant a phobl ifanc
  • gwerthuso canlyniadau’n barhaus i gyflawni effaith ar gyfer y plentyn, y person ifanc, a’u teulu
  • galluogi mynediad haws a symlach  at gymorth i blant a’u teuluoedd
  • darparu gwasanaethau yn y man mwyaf perthnasol
  • datblygu darpariaeth gyffredinol ac wedi’i thargedu gref fel rhan o gontinwwm o ddarpariaeth, gan gynnwys cymorth unigol neu arbenigol
  • hyrwyddo mynediad at y wybodaeth a’r cymorth cywir, sydd ar gael ar yr adeg gywir
  • darparu mynediad at gymorth arbenigol yn ôl yr angen, fel rhan o ymagwedd system gyfan tuag at fodloni anghenion.

 What is The Balanced System®[1]

The Balanced System® whole system approach to service delivery supports services to:

  • understand the population need in an area and use data to plan services proactively
  • deliver functional outcomes for children and young people
  • continually appraise outcomes for delivery of impact for the child, young person and their family
  • enable simpler and easier access to support for children and their families
  • deliver services in the most relevant place
  • develop strong universal and targeted provision as part of a continuum of offer, including individualised or specialist support
  • promote access to the right information and support, available at the right time
  • provide access to specialist support as and when needed, as part of a whole system approach to meeting need.

 

METHODOLEG

Mae’r fethodoleg er mwyn deall yr angen a llywio gwaith cynllunio yn y dyfodol yn casglu data ansoddol a meintiol.  Mae’r data meintiol yn cynnwys setiau data ar lefel y boblogaeth a data lleol sy’n cyfleu’r galw presennol am y gwasanaeth a’r gweithlu i fodloni’r angen.  Mae’r data ansoddol yn canolbwyntio ar y modd mae’r gweithlu’n cael ei ddefnyddio ar sail fframwaith canlyniadau The Balanced System® i fapio’r cymorth yng nghyd-destun gweithio’n lleol. Y nod yw casglu cyfraniadau’r ddarpariaeth therapi iaith a lleferydd yn ogystal â chymorth y system ehangach ar draws Iechyd ac Addysg.  Yn olaf, mae unrhyw dystiolaeth o effaith yn cael ei mapio ochr yn ochr â’r ddarpariaeth.

Methodology

The methodology to understand need and inform future planning, captures quantitative and qualitative data.  The quantitative data include both population level datasets and local data capturing the current demand on the service and workforce to meet need.  The qualitative data focus on how the workforce is being deployed using the Balanced System® outcomes framework to map the support in the context of locality working, The intention is to capture both the contributions of the speech and language therapy provision as well as wider system support across Health and Education.  Finally, any evidence of impact is mapped alongside the provision.

We have already begun to work with commissioners and children's speech and language therapy providers. We are in the process of seeking the views of parents and carers, schools, settings and FE, wider professional colleagues across education, health and social care.  The links below will direct you to specific surveys or opportunities to complete an online survey and book to join online consultation events.
